All characters with 100% turn meter are ready to take their turn. They are equally ready disregarding which one reached 100% first. Letting RNG decide who goes first is the logical thing to do.
In your case, as there are other toons with 100% TM after the TM swap, the others must either have had 100% TM before the swap (before your EP got the TM from Thrawn to reach 100%) or they reached 100% at the same time as your EP due to some bonus TM gain during the swap (which also dispels debuffs from the two characters involved in the swap). In either case you cannot justify setting up a rule that your EP should have priority and take his turn first.
