The description of Thrawn's ability clearly states, that it will swap TM. It does not in any way state, that Thrawn gives his turn to the other character — that's your misconception.

multiple toons at 100% TM and who gets a turn is decided by RNG. it doesn't matter how they got there.
i believe they said they are looking into a different way to solve this but that scares me a little.
