TW defence slots/capacity

Tried skimming through most of the old TW posts I can find on here, but I can't seem to find one conclusive answer to why the defence sometimes needs 15 to fill a zone, 17, 19, 21 and so on. I had pre...

slots are half of the amount of people signed up 30 = 15 / 50 = 25 etc

To add to this, it’s based off whichever guild has fewer people signed up. So if you have 45 signed up but your opponent only had 40 there would be 20 slots.
