- What's the exploit? Or is this one of those things that isn't allowed to be discussed here?

That's a bug, not an exploit.
Whatever the OP means, it's probably not an exploit, it's probably a bug or cheesey strategy.- Big guilds rotating who sits out of Tw so they can drop down a payout tier for an easy win.
The easiest fix of all is set the guild to their total GP regardless of who joins the TW in the join period.
for a game that was developed to make you log in multiple times per day you would think the devs would have made it this way from the get go. Inactivity gets punished. Stops the exploit in its tracks. Makes guild seek out more active players.
Its no brainer and I am very dissapointed with development team for not running TW this way to begin with. "Liath;c-1417695" wrote:

No. Because players sit out to drop down to an easier tier. The match ups were intended to be within 10 mill to make it fair. the current system is being exploited every TW.- If you're saying a guild with 100,000,000 power (just to throw out a number) is benching half its players so that only 50,000,000 power are involved in the War and being matched up against another 50,000,000 guild with all of its players........ Then doesn't that mean the 50m guild will win because they have potentially double the teams? Yeah, the high-power guild has more power per player, but they're still capped by the absolute number of characters in the game and will have to put good squads on defense just so they can fill up every territory--and if they don't fill up every territory, they'll lose because the other team did.
- It was already stated - matching in this game is just an issue. It's already been shown that a guild with, and it's only an example to illustrate, 50 players x 50 toons x 6000 gp each could never over come 50 players x 25 toons x 12000 gp each.
There is no overwhelming far superior forces in this game. TBH, if unprepared, a weak guild is unlikely to be able to kill off a single CLS and crew on defense if it's too far above their heads, no matter the number of toons they have.
In all likelihood, matchmaking will rarely match up in a way that would be truly fair.
On the flip side the #2 rewards are close enough to the #1 it barely matters. - when your guild has an average GP of 2.8 mill you only need to sit out 3-4 players to drop down a tier. on a rotation you still end up with more zetas as prizes then you would if you went 50/50 and lost once in a while
Its clear to me that those defending the expoit are those abusing the exploit.
I gave a simple solution to fix the exploit to make it fair.
So why defend the current system? Would not want to stop those getting an easy advantage from having easy zetas now would we. "TVF;c-1417718" wrote:

We're in the 40-49 bracket. Win, we get a zeta mat. Lose, we don't. It certainly matters to us.

Because the current system is there for a reason. It would have been easier to not have a registration period and assume that everybody would participate in everything. The Devs went out of their way to do the opposite of what you are suggesting, specifically because they recognize that a guild shouldn't be severely punished for members having lives and being away from the game for a couple of days.
ETA: And your assumption that we are abusing this is insulting. As an officer, I can guarantee you that we have done everything in our power to try to get every member to sign up for every TW. It is not remotely intentional on our part that a couple of people have missed out sometimes.- It's an effective tactic that we use to our advantage regularly. It's so obvious a tactic, it's hard for me to believe that it put in place intentionally.
