I believe it's based on total GP or at least total character GP.

I dont think the recommendations are based on any specific measures for the active event. I.e. - the state of FO in your roster.

Ah! I’ve always been recommended tier 4 for every GC event and have always thought that you can never pass a recommended tier due to the next tier (tier 5 in this case) being so da.mn difficult. So to see myself 3 star a tier 7 today while I was recommended a lower tier was great.
