I believe it's based on total GP or at least total character GP.

I dont think the recommendations are based on any specific measures for the active event. I.e. - the state of FO in your roster.

Yep. I have trash FO and still got t6 recommended. I cleared t7 with my sith that are reliced and have for every gc so far.

I think it is based of gp. I get the same tier each time.
