Unique Buffs

So I'm trying to do the Grand Admiral Thrawn quest for Grand Arena, and I'm on the last segment of the quest. One of the requirements is to gain unique buffs 20 times. For some reason, even though I'v...

It seems to be counting locked buffs. Hoda brings Grand-Masters Training, Fetts bring BH resolve
