Unlocking Character Bug?

I opened a free pack today and got a full Episode 1 Clone. The game then acted like I unlocked a new character and even gave me the achievement (it counted it as my 14th light side character). Did they change something where duplicates now count as new for the purposes of the achievements or did I just encounter a weird bug?
