Unreasonable fleet arena players
On my shard we have a guy that isn't in a guild, so isn't playing the game, that spends the whole day making sure hes top in fleet arena. The guy is just being a child stopping people from getting go...

Because this technically isn't against anything in the game. As long as there isn't any threating messages, or something that goes against TOS being said, he is in his rights to do it.
Just the same as shard mafias preventing people from climbing and getting their PO is fine.
