I have a 6* Chimaera and was able to get it with just Biggs and the two Phoenix ships.
At the time I just figured that's how they intended it to be.
I've got to nearly 2m gp without unlocking Wedge.. But am having to desperately try and get him and his ship upto 7* now lol, for the next Chimaera event!
