The shard shop can't be refreshed. That's why 7* Vader is still not possible by any legitimate means.
I would think if there was a legitimate 7* Vader, not only would EA know, they would announce it and make a big deal out of it. Kinda like they did when Han was first unlocked. Odda are, anyone running a 7* Vader is not doing so legitimately. Again, contacting CG_Luciphers Daddy is the correct course of action.
there was a 2 day period I believe where shard shop was refreshable, its possible the ultra whales managed to rack up quite a few vader shards that way
