The low damage on his basic is the price you pay for his amazing AoE and Culling Blade, hus ridiculous health/protection pool, and his higher than usual damage reduction.
His basic is also really good against Yoda, Ben, and Luminara. Especially against Yoda, since it will strip his Foresight.
