Vader or Tarkin lead for tier 7?

My Palpatine is only 5*, so I will have to use either Vader or Tarkin as leader for tiers 6 and 7 of the event, but I'm not sure which would be better. I tried researching but could not find any defin...

I should have also pointed out that i'm only level 79, and thus wont' be able to totally max out either Tarkin or Vader's leader ability. Is Tarkin still the better choice? I'm starting to wonder if I even have a chance at beating this event even if I get all characters to 7* G9/G10 just because I'm not level 85 and don't really have any zetas/omegas.
