General Grevious has Very Very low speed. While sarge is on the lower end of the speed scale he gains so much turn meter that he attacks more than Rey. Even without the speed primary he is a top tier character (I ran him without for a long time and held top 5 in arena daily. Now I've swapped to speed arrow and no change in payout)
Furthermore just because everyone dosent have the speed of leia Rey and Poe does not instantly make them irrelevant or weak
Well he's very squishy too, so potentially he can get OHKO by Rey without making a single move - if she crits on her flurry of blows
