It's bugged. Saw it myself. The first summoned Droid would assist until the second Droid was summoned, then only the second summon would assist.
I totally understand that there's only a 70% chance of each assist, I've got no problem with that, either. That's good game balance. But with the number of people reporting this and reporting the same thing, it's for sure a bug. Fingers crossed it's fixed soon.
