He has been back twice now since his initial run, and you've had plenty of time to get him. It's unfair to call it a cash grab at this point, or calling people scrubs for farming one of the most powerful characters in the game. If you are still running bounty hunters, they were never intended to dominate the arena, and I believe this was stated with the reworks and new BH releases.
