Was the increase of Era Material Cache I from 299 to 899 crystal intentional?

I remember buying 3-4(1200 crystal) and (2-3) Era level currency of these to get a proper level. Now I have bought 3(2697 crystal) and a single Era Level currency pack and cant even reach level 10.
