Forum post: tier 1 requires Marquees 1-5 (5 of 6, excluding KX Droid) at 4 stars, including Kleya at EL 45.
In-game newsletter: tier 1 requires the first 5 Marquees at 4 stars, including Dedra at EL 45.
Explain to me which goalpost moved. Did you assume tier 1 would only require Kleya? Or only Rebels? And you think that requiring Dedra at a certain EL contradicts this?

What changed is which character needs to be at EL 45. That goalpost moved. Do you see it now?
That difference is significant. For example, if it were still Kleya who must be EL 45, I'd be basically ready. My Kleya is already EL 46. I prioritized leveling her up because she's the most impactful character in Coliseum.
But since it's now Deedra who must be EL 45, I'm in a bit of a bind. I haven't been leveling her as much because the Rebel team does better in Coliseum than the ISB team. My Deedra is only EL 39. If I stop leveling anyone but Deedra, I think I can squeeze enough Era Currency out of the repeating bonus on the Episode Track to get Deedra to EL 45 before the event starts. But just barely. Others may not be so lucky and may need to spend on currency or resources.

No EL requirement is mentioned for the others. It doesn't necessarily mean that only Kleya is required. Why would you assume that you can unlock Cassian at 4* with only 1 Marquee upgraded? That's ridiculous.

Correct, no EL requirement is mentioned for the others. Therefore, it does not exist. They only need to be 4 stars. I'm not assuming anything. I'm reading the actual text of the requirements: marquees 1–5 at 4 stars, one—before Kleya, now Dedra—must be EL 45.

Fair. It's not a huge deal. Nothing about this would prevent anyone from getting him. But I've been hoarding crystals to get ready for the event, and I'd like to get Cassian right away to hopefully get more Era Currency, even if just for a little while before others catch up.
Look, there's not much to argue about. I probably overreacted. But I am annoyed at the moved goalpost. And I do think you're being very obtuse by denying that there's been any change or contradiction.

Maul's journey to unlock 4 star if I remember correctly required only 1 character at Era level 45
