What are the GAC division point ranges

Hmm. I just checked the leaderboards. Everyone was promoted/demoted right? But the players at the top of most divisions are outside of the skill range?? What's up with that? Are there still byes happening with some bantha points immediately rewarded? Have some players not signed in, so their leaderboard position is not updated? Are the leaderboards still just not working properly?
