What could this mean??? (Road Ahead 10-5-18)

The upper part is a block of hex code that needs to be converted through ASCII to give the cyphertext. The bottom part is probably something like a Polybius cypher like APX_919 mentioned above.

Okay, taking the upper block as one big lump of hex code and ignoring the gold letters, we get the following hex bits:

Will work on the latter part now, but that may be helpful for anyone else currently working on it.
