I've got the cypher figured out. (It's the Playfair cypher if you want to try it out yourself.) I'm getting a number of errors in my cypher so far, but this should explain it. I'm also getting enough plaintext that I'm 100% sure this is what was done. "APX_919;c-1662526" wrote:

Can you double-cipher something without it turning into mush? Like put it in one cipher, then that code into another?
Oh yes. Makes it very hard to translate without the key. If you have the key, you're golden. A standard google search came up with some tools that may help folks ti understand the cipher system but not necessarily translate this message.
Crap. Based on the little research I did (just now) the bottom looks like a Caesar key. But then that leaves the top as nonsense.- I thought it was hex too, but weird that it’s lacking C’s

Or- Tsuo_Vook believes it could be a Playfair cipher instead which may be easier to decrypt than a Nihilist keyed Polybius cipher.
There is a chance, albeit a slim one, that both ciphers were used. That however would be very, very difficult to decipher without a lot of time and skills which belies the point of this puzzle being meant to be solved by anyone with the right idea. "Tsuo_Vook;c-1662531" wrote:

It has to be this. I used a decoder tool online and the first section reads “the road ahead is a” and then turns to gibberish."newershadow;c-1662538" wrote:
