Actually I was thinking recently that it would be nice to be able to leave your shard for a new one. It would have to have a cooldown timer, but like if u come back after being inactive for a year the chances of climbing to 1st are very slim. So u would be placed in a new shard with players based on your lvl, and your top 5 toons total power.
