What is the best way to mod zeta Maul?
I'm working on him but not sure what mods would work best. What do you guys think?

Do not do tenacity unless you are going full out tenacity.
Tenacity is rigged in this game. Potency does to much to tenacity that it is only worth on very few select characters.
Give him the extra offense with the cross.
Make sure to have triangle crit damage.
Speed set is not best set. His base speed is 100, so a speed set only gives him 10 speed, get crit damage/chance mods. If you have good enough speed secondaries you can make him faster without speed set mods.
But his damage is main attribute and of course speed secondaiers are king
