What is the fastest way to gear up a toon?

I have most at gear 8 or 9. If I focus on one toon at a time, what is the best way to get them to gear 11? Request from my guild Spend gems and search for them Luck from the raids??? I ...

It depends. Some toons don't need raid gear to hit G9. Like Tusken Raider and Stormtrooper. Lol
