What is the path to having loaned era units at 26 on day one?

I'm assuming this is where my loaned units should be but they are only at 21. I got the bundle I and II for Adelphi Ranger and also the episode pass. Not sure where I would be missing loaned unit levels compared to others who did the same.

    Figured it out. There is a free pack that appears in the webstore for another 5 loaned era unit levels.
