What is the whole point of true defense in GC?

I realize what true defense is supposed to do but for me it’s not working. At 9 stacks of true defense thrawn can basic and hit a 95k crit many times. According to the description true defense is supp...

Ahh I see that’s makes more sense then. I was under the impression the amount of stacks you had calculated the amount of damage reduction you receive like for example 50% damage reduction for 5 stacks, but actually it’s 10% for 9 hits.
