When are chromium packs ever worth it?

Yes. There are only two times Chromiums are worth it:

1) Very early in the game, when an instant unlock of a 3* or 4* character immediately makes your roster more diverse - because they are instantly viable in a "new" roster.

2) If you are literally willing to spend several hundred dollars to get several exclusive characters starred to 7*.

Once your past a certain point in the game, 15 bonus shards or a 2* unlock is simply not worth the crystals.
