I know quite a few people who obtained him 1st time not spending at all or a very little. That being said it was still an event forwarded to either heavy stockpile players/high GP and whales, eventually for those who geared OR because they liked the faction overall.

Yeah, I spend very little on entertainment and give to charity quite often.
