Shoulder pads was farmable 9 days ago. Farming characters is about the only content we have going on right now. Oddly enough RNG is just as much a factor for farming as it is for events ?.
Your own post lists the last likely date for him to be farmable as the 26th, still five days off. Have a little patience. Just because he and Dash dropped together once doesn't mean they'll go to every release step together.
