Who benefits most from a DEF boost from a mod?

What is your opinion? Is it a character with already high def? One with low def? Does it matter if its a %def mod or a #def mod? Does it matter how high protection/health is, or not? I wonder if ev...

Defense is somewhat enigmatic in that the formula for how it impacts armor, etc. is not clear. However, like other % vs. + stats, percentage is preferred for those already high in defense, while absolute numbers are preferred for those low in defense.
