Who benefits most from a DEF boost from a mod?

What is your opinion? Is it a character with already high def? One with low def? Does it matter if its a %def mod or a #def mod? Does it matter how high protection/health is, or not? I wonder if ev...

Agree with ^^ ... if it is a % defense mod, a toon with already high D will get the biggest boost. If it is a flat number, then it's up to you who you want to add it to. I usually add those to the weak toons to make them a little more usable
