Who benefits most from a DEF boost from a mod?

What is your opinion? Is it a character with already high def? One with low def? Does it matter if its a %def mod or a #def mod? Does it matter how high protection/health is, or not? I wonder if ev...

Toons with high health and protection get more from defense mods. Esp those with self-heal. Self-heal is based on damage done, not base health.

If you start with low HP, defense isn't going to do as much.
