Who benefits most from a DEF boost from a mod?

What is your opinion? Is it a character with already high def? One with low def? Does it matter if its a %def mod or a #def mod? Does it matter how high protection/health is, or not? I wonder if ev...

A flat defense proc is great... on a protection primary with flat protection secondary. I just eounded up all my protection primaries with defense and gave them to rg.
