I don't know if you can. Unless you use an average of armor.
I think armor penetration reduces the integer armor value, as show on swgoh.gg, by that amount. If that is the case you would have to convert %armor to integer armor subtract and than convert back to a %armor to see its affects and it is dependent on the character you are attacking.
