Filoni made it clear Filoni does not consider the Fetts Mandalorians. And he did make it pretty clear for Boba.

But what made it into the text for Jango is still just a he said/he said between an outlaw and an evil vizier, neither of whom is a reliable source in universe. So one or the other is lying, but either way would be consistent with the current canon.
