Disney's policy is that if it goes in a story, then it becomes canon. Reference books, word of god, script notes? Not canon.
Filoni's intent is clear, but until it goes into a story, it's not canon and other stories aren't bound by it.
The writers probably will stick to a presumption that Jango isn't a Mandalorian. But until they put harder evidence into a story, the current canon is "maybe."
That said? I don't think there's going to be a Mandalorian tag.
