If you've noticed with all the GLs (dark side and light side), they've met each other:
-Rey and Kylo Ren meet several times throughout the Sequel Trilogy
-Luke and Palpatine met on the Second Death Star
-Obi-Wan and Anakin were really close during the Clone Wars
-Leia and Jabba met on Tatooine when rescuing Han Solo
Thrawn follows this logic, I believe, pairing up against Hondo. At least in the books, he interacts quite heavily with pirates. I'm guessing Hondo himself is dead by the time Thrawn is around, but the timing isn't perfect with the other matches. Then again, I'm not sure CG cares much about lore accuracy.
