Why 144 speed Baze goes before 263 QGJ?

Because Baze is broke. Giving 10% tm per fs gained by your Jedi team. So if he is at half +1 of your fastest Jedi he will go first.
IMO Baze is gaining 5% for dodge gain and 5% for deflection gain per Jedi.
I have added to a Baze bug report and hopefully they look at this.
