Why aren't the legacy characters farmable?

So does anyone know why Dash Render and Kyle Katarn are not farmable yet? Both have been out for over a month now and normally marquee characters would be farmable on a node at this point.

If they follow cadence, this week or next. But they said they aren't following the cadence, so could be later.
