Why does the Fleet Arena Store refresh less times then all the others?

I'm also curious about that 6/3/15 hours refresh time instead of all 6 as it works for other shops. But instead of making this one like others, I would rather make all other shops like the fleet one, but with addition of store slots. For example: we have 21 slots in Guild Store. And each slot has 3 different gear options to show(I know there are more, just for an instance). Increase slot count to 27 or 30 and distibute already included gear/shards to all these slots, so every slot will show you something from 2 gear options. We receive more options at the same time, but by the cost of one less refresh time.

Why I prefer Fleet Store system more? Because it doesnt force me to wait until 00:00 to buy "night" shipments. Fleet store refresh times are a lot better correlate with real life. It is a QOL thing for me personally.
