why dooku, but not Maul?

So slow that by time he attacks the opponent has already had 2 rounds. His damage is terrible for a character that has no utility, is that slow and has such low hp, unless he is attacking a jedi in which his damage becomes decent especially with execution extra attacks.

Dooku can stun a lot, counter lets you punish anyone that wants to AoE, he is fast so by time maul gets to attack he has already hit you 6 times.
