Why is Chaze called p2p?

At one time, Baze was available in the Shard Shop. He can be now found in the Store and Chromiums, so he is F2P, in essence. Chirrut, on the other hand, is not available for farming at all currently. He was F2P at one time with his tournament, and then was offered in the Rogue One Packs and Ultimate Bundle for P2P.
