Why is the Emperor’s Shuttle soooo hard to farm?

ship farming has always been harder then character shards don't think about it just take day by day i usually do 4 refreshs for ships long as im only focused on the ship im farming it doesn't take that long doubt they'll change it or make it same drop rate as character shards they've always been like this
