Why isn't Darth Maul free to play yet?

@Jedi_Yoda yea it doesn't seem like they care much for him, not sure why. And it's not like they would ever tell us the real reason or plans for him. I was hoping to get a better response but at least i got one. And @Darth_Azrael i understand Rex is a very good game changing player but i still would prefer Darth Maul over Rex. And i'm sure i'm only one of very few who would prefer that because i'd rather play the characters i like rather than the best characters in the game.
