Not quite.
Not all players are in this game for arena. Collecting and using characters is a big part of the game for some, so any Premium character made available is a plus.
F2P players that are actually making good runs at the ranks are pretty prudent with their resource spending and don't lose focus that easily.
Besides, what is there for us to waste effort guessing on? We just sit back, wait for P2W players to fire off cash salvos unlocking everything, see what they find is the best and then go for those toons.
