Randomness happens. If you get 1 shard out of 12 tries, someone else gets 12 shards. (Although, statistically, 1 shard out of 12 is more likely because droprates aren't 50/50)
If you're mad about zetas, then it should be pointed out that T3 Ship Ability Challenge isn't the way you get zetas. The intended way is by spending 2000 fleetbucks in the fleet store, and you can get one roughly every 2 days with minimal activity. You can tell it's intended because you can buy them before you can unlock the challenge.
