Somehow he is still the best toon IMO
3% per debuffed enemy. It makes a big difference in an empire team.
His foresight is a flat rate. His TM scales with debuffs.
The way it is written it sure sounds like it is for each debuffed enemy. If it wasn't you'd think they would put it in a different sentence, or at least add a comma.
Im pretty sure it's flat rate. I'll test in in GW tomorrow. Even if it did scale past 3 toons it wouldn't make a difference then. I ain'tad though and I did omega it because TFP is going in arena for me.
