Tarkin works best when you've maxed most of your DS ships / pilots (primarily due to the speed gains from my experience) and you mix in the likes of Slave1, Maul, Bistan etc, with FOTP, TFP, Vader etc. Like many I started with AA till I built up my fleet and then switched to Tarkin. I find capital ship is a personal preference, most have their strengths and weaknesses. With a full strength fleet, the damage increase you get from Tarkin as you start spreading TLs is outstanding. Smack Maul's retribution on Slave1 for example, game over...

"Ultimate Firepower" never gets used if you mix Tarkin with the right fleet / pilots.
