They could’ve made so many cool abilities involving the ability to change one’s appearance, from mimicking ally abilities or taking hits for them to counterattacking enemies with their own abilities. ...

They did include the Shapeshifter the ability that gives her bonuses to different stats depending on how many Bounty Hunters their are for each of the following categories: attacker, tank, support. That shows some shapeshiftiness.

I agree, though, that they could have pushed it further. Keep in mind, though, that she's sn older character.
