It's not that he doesn't need great mods, it just means he doesn't need a lot of speed in his mods. So you can focus on giving him potency, and offense and protection and crit chance and crit damage instead of speed because he'll be gaining lots of TM when other clones are hit.

That was my plan. Potency set, health set and cc set with emphasis on protection over health due to Cody's zeta.
